Dissolve gelatin in water.
Chill until partly set.
Beat stiffly until frothy; fold in egg whites.
Pour into 9-inch square pan.
Top with 1/3 of wheat germ flakes and crumbs.
When chilled, cut into cubes.
Sprinkle with remaining crumbs.
