Made with 2 (10 oz.) cans tomatoes with green chiles, undrained, 1 1/2 c. water, 2 tbsp. butter or margarine, 1 tsp. garlic powder and 1/2 tsp. dried parsley flakes, this recipe delivers authentic, satisfying flavors. Drain tomatoes, reserving 1 cup juice.
Combine juice, water and next 5 ingredients in a large saucepan.
Bring to a boil; add vegetables and rice.
