Bring potatoes to a boil.
Cover and cook for 20 minutes or until tender.
In another saucepan, melt butter.
Stir in flour, salt and pepper until smooth.
Gradually add milk and sour cream.
Bring to a boil.
Stir for 2 minutes or until thickened.
Drain potatoes.
Add cream sauce.
Sprinkle with grated Cheddar cheese and parsley.
