Mix the first 7 ingredients and set aside.
Grease skillet and sprinkle thin layer of meat in bottom.
Pour half of batter in skillet.
Sprinkle meat, onion, jalapeño peppers and cheese (one at a time) over batter.
Pour remaining batter on top.
Bake 45 minutes at 350°.
