Place the sugar and flour in a mixing bowl.
Place the water, oil, margarine and cocoa in a saucepan.
Bring mixture in saucepan to a boil, stirring constantly.
Pour cooked mixture over flour and sugar.

Add the vanilla; mix well.
Pour into floured and greased sheet pan, 1/2-inch deep.
Cook in preheated 350Β° oven for 30 minutes.
