Mix flour and sugar together.
In saucepan, mix oleo, cocoa and water.
Bring to a boil.
Stir into flour and sugar mixture. Add remaining ingredients and pour into greased and floured pan (11 x 16-inch).
Bake 20 minutes at 400Β°.
