Sift the flour, sugar, soda, cocoa and salt in an ungreased 9 x 12-inch bake pan.
Make 3 holes and put vanilla, vinegar and oil in the holes.
Over all, put the cold water and stir until well mixed.
Bake at 350Β° for 30 to 35 minutes or until it tests done with toothpick.
