In large bowl, cream oleo and sugars. Add eggs, milk and vanilla. Beat well. Combine dry ingredients and mix well.
Add to creamed mixture and mix well. Stir in water; mix until smooth. Pour in floured 13 x 9-inch pan. Bake 35 to 40 minutes at 350Β°. Dust with powdered sugar.
