Brown ground beef in stock pot; drain well.
Add onion, green pepper, salt, chili powder and sugar.
Cook 30 minutes.
Add flour.
Cook 5 minutes longer.
Add stock, tomato purée, tomatoes and corn and cook 30 minutes longer.
