Heat oil in large pot.
Add meat; cook until almost brown. Add water.
Cook, covered, over low heat for 1 1/2 to 2 hours. Add remaining ingredients, except thickening; simmer for 30 minutes.
Mix thickening ingredients; add to chili mixture.
Cook 5 minutes while stirring.
