Dip each piece of meat into margarine.
Roll in flour, salt and pepper.
Place in shallow pan that has been greased.
Sprinkle lightly with rosemary.
Add a small amount of water to cover bottom of the pan; cover with foil and bake at 350Β° for 1 hour.
