In a bowl, mix flour, cheese and red pepper with a pastry blender or 2 knives.
Cut butter into flour mixture until it resembles fine crumbs.
Stir in mixture of egg yolk and water. Gather dough into a ball; dust with flour.
Wrap and refrigerate until firm.
