Combine flour, salt and milk in saucepan; cook over medium heat until thick.
Chill in refrigerator while baking cake. Cream together with electric mixer until fluffy the Crisco, margarine, sugar and vanilla.
Add flour paste and beat well. This will ice a 2-layer cake and is also good as a filling for cupcakes, cream puffs, etc.
