Sift together flour and sugar; set aside.
Place margarine, cocoa and water in a pot; bring to a boil.
Pour hot mixture on flour and sugar; mix well.
Add buttermilk, soda, vanilla and eggs. Mix well.
Pour in greased and floured oblong pan (9 x 13-inch). Bake 20 to 25 minutes at 400Β°.
