Dissolve yeast in warm water; let stand 5 minutes.
Add milk and egg yolks, stirring well.
Combine flour, 1/4 cup sugar, lemon rind and salt in a large mixing bowl.
Cut in 1 cup butter with pastry blender until mixture resembles coarse meal.
Add yeast mixture, stirring well.
