Combine flour and sugar.
Cut in shortening.
Stir in water. Roll crust out to 1/8-inch thickness, rectangle.
Cut in half. Sprinkle with sugar.
Dot with margarine.
Sprinkle with nutmeg and cinnamon.
Roll up into two rolls.
