Combine first 5 ingredients.
Stir in water, oil, vinegar and vanilla.
Spoon batter into paper lined muffin tins, filling 2/3 full with cream cheese and 1/3 cup sugar.
Add egg and salt, beating well.
Stir in chocolate morsels.
Spoon one heaping teaspoonful of this mixture into center of each cupcake.
Bake at 350Β° for 30 to 35 minutes. Cool 10 minutes in pan before serving.
