Brown beef.
Add water, salt, pepper, barley and bouillon cubes.
Simmer for 30 minutes, covered.
Add carrots, celery, onion and tomato sauce.
Simmer for 30 minutes.
Add frozen lima beans and simmer for another 15 minutes.
