Combine sugar, milk and butter in a saucepan.
Boil for 4 minutes; remove from heat.
Add 1/2 jar of Marshmallow Crème, chocolate chips and 1 teaspoon vanilla.

Pour into a buttered 13 x 9-inch pan.
