Place blueberries in a 13 x 9-inch pan.
Mix the flour, 1 1/2 cups sugar, margarine, milk and baking powder.
Pour batter over berries.
Mix 1 cup sugar and cornstarch.
Pour over batter.
Pour 1 cup boiling water over all. Bake at 350Β° for 1 hour.
